At one point he massacres all her family members while trying to abduct a girl in a village in North Korea. Following the upheaval, he fled to another country with the help of intelligence from various countries and eventually returned to South Korea. Also, the South Korean government is trying to protect this criminal to obtain intelligence from North Korea.Under the influence of CIA intelligence, N.I.S. The film shows a huge competition between South Korean and American officials in obtaining this intelligence and attempts to outdo each other. Chae Yi-do is a South Korean detective who is constantly addicted to tobacco. Due to the lack of strong evidence against the perpetrator, Yi Do is forced to release the suspect and is fired. The film also shows how North Korea and South Korea, two hostile nations, are collaborating.
